I'm a programmer at the Columbia Center For New Media Teaching and Learning.
I can't really take credit for creating the concept of microapps, but I did come up with the term (AFAIK), I've built a bunch of them, have thought a lot about the issues involved, and I set up this site (microapps.org) as well as the microapps.sourceforge.net repository.
My current set of preferred tools are: Python, TurboGears, Paste, SQLAlchemy, Lighttpd, PostgreSQL, curl, emacs, and Gentoo or Ubuntu Linux.
